KLAMATH FALLS, Ore. — The Klamath Falls City Council has given the green light to a loan from the Deptartment of Environmental Quality. The $7.1 million loan will go for improvements to the city’s wastewater plant. If you think that might raise utility rates, you’re right. By about seven percent over a period of the next several years. The increased rate will be on top of the planned 8.9 percent increase budgeted for the coming fiscal year.
